Penticton’s Community Safety & Wellbeing Plan

We are building a multi-year strategy to make Penticton safer, stronger and more connected. The Community Safety & Wellbeing (CSWB) Plan brings together residents, local businesses, non-profits, Indigenous partners, education, public safety, and other organizations, as well as other levels of government, to identify key challenges to prioritize and address for a safer and healthier future.

The Community Safety & Wellbeing Plan Process

Now in Phase 3, the City of Penticton is moving forward with the next phase after extensive community engagement identified five priority areas that will guide development of the plan safety, health and quality of life for residents in Penticton.

The Phase 1 & 2 What We Learned Report was delivered to council on July 14, 2026, and endorsed five priority areas as the foundation for the plan's development. The five priority areas include: Community Safety & Crime Prevention, Emergency Management, Response & Community Resilience, Housing Security & Homelessness Response, Mental Health, Substance Use & Wellness Supports, Community Belonging & Inclusion.

Engagement to Date

Over the past two years, the City engaged residents, businesses, community organizations, Indigenous partners, service providers and government agencies through surveys, open houses and focus groups to better understand the community's perspectives on safety and wellbeing. More than 2,200 survey responses, 600 open house participants and 235 focus group participants contributed to the process, making it one of the City's most comprehensive engagement initiatives to date.

What Happens Next?

Following council review on July 14, phase 3 of the project will focus on developing implementation strategies, partner commitments, performance measures and governance frameworks for each priority area. A draft Community Safety and Wellbeing Plan is expected to be presented to Council in fall 2026.

This plan brings together our broad cross-section of local businesses and community organizations to work on challenges that affect our whole community. By committing to working together, we can build a safer, healthier, and more welcoming Penticton for everyone.
