The City has received an application to amend the Official Community Plan (OCP) future land use designation for 877 Westminster Ave W, (El Rancho motel) from Urban Residential to Tourist Commercial.
The proposal is for a mixed-use development, consisting of residential buildings and buildings dedicated for tourist accommodation. Initial plans have been submitted and are presented as potential ‘massings’ of buildings and a potential site plan, that could be built under the proposed OCP designation and proposed zoning for the site. Should the OCP change be supported, more detailed plans will be prepared as the development is refined. The public should expect the development of the site to occur in several phases over multiple years.

Council approved the OCP amendment at their meeting on Sept. 7, 2021 based on a revised proposal and following the approval of a hotel planned at nearby Vernon Ave.
Council denied giving first reading to this proposal at their meeting in June 2020 because it did not feature a hotel to support the PTCC.
The property owner of 877 Westminster Avenue, home to the El Rancho Motor Hotel, has submitted a letter of intent to the City of Penticton to redevelop this site as a residential development. This proposal would require an amendment to the City’s Official Community Plan to change the designation from Tourist Commercial to Urban Residential. Before the property owner takes the next step to fully develop a proposal for this site, the City is gathering feedback from the community.
