'El Rancho' OCP Amendment

Council approved the OCP amendment at their meeting on Sept. 7, 2021 based on a revised proposal and following the approval of a hotel planned at nearby Vernon Ave.


Council denied giving first reading to this proposal at their meeting in June 2020 because it did not feature a hotel to support the PTCC.


The property owner of 877 Westminster Avenue, home to the El Rancho Motor Hotel, has submitted a letter of intent to the City of Penticton to redevelop this site as a residential development. This proposal would require an amendment to the City’s Official Community Plan to change the designation from Tourist Commercial to Urban Residential. Before the property owner takes the next step to fully develop a proposal for this site, the City is gathering feedback from the community.

  • Results from 'El Rancho' Motor Hotel Feedback Form

    The City gathered input from the community about the proposal to change the land use of the 'El Rancho' Motor Hotel Property from Tourist Commercial to Urban Residential. Information about the proposal was made available to the public through the City’s shapeyourcitypenticton.ca website and letters were mailed directly to property owners within 220m of the subject properties. Interested citizens were invited to provide feedback between July 11 and August 10, 2020. The City heard from 464 citizens through this process including 25% who live at or near the subject properties. The majority of the respondents (73%) are open to changing the land use designation from Tourist Commercial to Urban Residential. Those that are open to the change support the addition of more housing and the prospect of new development on this site. Those who are not supportive or are supportive with conditions expressed concern about the impact to the existing tenants and the need to not restrict the development for 55+ residents. Many of the participants (93%) are also very interested in learning more about the proposal should it move forward. Additional engagement activities are planned should the property owner move forward to rezone the site and submit a complete proposal.     Before the property owner takes the next step to fully develop a proposal for this site, the City would like to understand whether or not residents are open to changing the ‘future land use’ of this property. Residents are invited to watch a video, review the information on this site, and complete the feedback form before August 9 .
