'El Rancho' OCP Amendment

Council approved the OCP amendment at their meeting on Sept. 7, 2021 based on a revised proposal and following the approval of a hotel planned at nearby Vernon Ave.


Council denied giving first reading to this proposal at their meeting in June 2020 because it did not feature a hotel to support the PTCC.


The property owner of 877 Westminster Avenue, home to the El Rancho Motor Hotel, has submitted a letter of intent to the City of Penticton to redevelop this site as a residential development. This proposal would require an amendment to the City’s Official Community Plan to change the designation from Tourist Commercial to Urban Residential. Before the property owner takes the next step to fully develop a proposal for this site, the City is gathering feedback from the community.

    The City of Penticton is gathering feedback from the community about whether or not they are open to changing the land use at the existing El Rancho Motor Hotel site from tourist commercial to potentially allow for a new residential development. This proposal would require the City’s first amendment to the Official Community Plan since it was adopted in August 2019.  Before the property owner develops their proposal further, the City would like to understand if community members are open to a residential development at this location. Feedback will be collected until August 9. The findings will be shared with Council, the property owner and residents. Residents will have further opportunities to discuss a detailed proposal if Council and the community support the change in land use and the property owner chooses to proceed with the proposal and submit a rezoning application.
