New concept designs for the Esplanade Renewal Plan are ready for community review and feedback. These draft concept designs have been refined based on results from feedback from round one combined with the completed technical studies. In this Phase 2 of engagement, we're looking to dive deeper into what features the community would like to see and which ones are higher priorities. Your feedback will help refine the draft concept designs, establish a priority and implementation timeline, as well as shape the draft plan.

The Esplanade Area is a lakefront area that is a unique mix of provincially owned land, city-owned park land, and natural areas including silty hillsides that connect to the KVR walkway through an informal trail network. Current use of the area includes the Okanagan Marina and boat launch, the Penticton Tennis Club (a private club), a disc golf, lakefront/beach recreation. Built structures in the area include the Yacht Club building, public washrooms and the vacant former yacht and tennis club building which is currently boarded up. All of these buildings are close to or at end of life while land use and building leases are also set to expire and decisions need to be made on the various facilities.
Council has approved this work in the 2025 budget to complete land use, environmental and archaeological studies and to develop a new vision and plan for the area. Community and user group engagement will inform the future plan. The area is well-situated with potential for enhanced community amenities and potential re-development opportunities.
Before a future land use plan is drafted, staff are first seeking to understand how residents envision the area’s use over the next 20+ years. Your feedback will help determine the future land use, which will influence what kind of amenities the community can consider in the Esplanade Area in the future.
The concepts provided in this round of engagement were created in 2011 and illustrate options for future land use as examples. Any designs or plans created as a result of this first round of feedback will remain subject to technical reports, lease agreements, and additional community input.
Concept 1: "Waterfront Park (2011)" - Mostly naturalized park land around the marina operations with multi-use lawn spaces and robust trails connecting to the KVR corridor
Concept 2: "Destination Landing (2011)" - Vibrant public-private partnership with mixed-use commercial opportunities like restaurants and condos (revenue generating buildings), improved beach access, green spaces, manicured and managed public spaces with built infrastructure connecting to the KVR walkway
