Consultation has concluded

Thank you for your participation in this project. Your feedback was received by Council and at the Regular meeting of September 6, 2022 Mayor and Council voted in favour of the proposed development.

Update (August 8, 2022): The public engagement period has now ended. Thank you for your participation. The Public Engagement Period Results Report is available under the 'Documents' tab on the right side of this webpage.

The City has received an application to develop a three-storey, 16-unit apartment building at 655 Ellis Street. The site is currently a vacant parking lot and is located in the City's downtown near many amenities. The development plans submitted with the application propose eleven 1-bedroom units, five 2-bedroom units, 17 parking spaces in an enclosed garage, and frontage upgrades along the street.

This proposal would require an amendment to the City’s Official Community Plan to change the future land use designation on the property from 'Ground Oriented Residential' to 'Urban Residential' and to rezone the property from 'P1 (Public Assembly)' to 'RM5 (Urban Residential)'.

How do I participate?

  • Review the proposal materials and complete the feedback form below before August 7.
  • Sign up to participate in Online Info Session #1 on July 21 between 6:30 pm and 8 pm
  • Drop by an in-person Open House #1 on July 23 between 10 am and 12 pm at the Library / Museum Auditorium
