5-storey Mixed Use Development

UPDATE: The engagement period is now closed.  Feedback received through this engagement process was included in a report to Council at their Regular meeting of April 18, 2023 where Council voted in support of the development proceeding.



The City has received an application for 674 and 686 Martin Street. The proposal consists a five-storey, mixed-use development, consisting of 1,180 sq. ft. of commercial space at grade along Martin Street, 18 residential dwelling units in 1 bedroom plus den and 2 bedroom configurations on floors 2 through 4 and a common amenity area on floor 5. The initial plans include 18 parking spaces from the laneway, bicycle parking, and boulevard trees along Martin Street. Some elements of the initial plans may be subject to change depending on public feedback and comments.

This proposal requires an amendment to the City’s Official Community Plan to change the ‘future land use’ designation on the property from Urban Residential to Downtown Mixed-Use. The property at 686 Martin Street will also need to be rezoned from Residential Duplex Housing to Urban Central Commercial. The property at 674 Martin Street is currently zoned as Urban Central Commercial.
