Consultation has concluded

The feedback period for this proposal to amend the Official Community Plan has now closed. The results have been published on shapeyourcitypenticton.ca and will be shared with staff and the Parks and Recreation Advisory Committee for a recommendation before it is considered by Council for a decision. The City is proposing to update the land use designation for eight properties on South Beach Drive adjacent to Skaha Lake. The properties at 270, 274, 278, 280, 286, 292, 298 South Beach Drive and 300 Sudbury Ave are currently developed as single-family housing but are designated as Parks and Recreation. The City had planned to purchase the properties to expand Skaha Lake Park but with the price of waterfront real estate continuing to escalate and limited interest from property owners to sell, the City has not been able to advance this vision beyond the purchase of a double lot at 298 South Beach Drive / 300 Sudbury Avenue in 1992. The City is proposing to revert the designation back to a residential land use, sell 298 South Beach Drive / 300 Sudbury Avenue, using the funds to advance other parks priorities.

Given that this proposal would require a change to the OCP, the City would like to ensure members of the community are aware of the application and have the opportunity to learn more and share their views before the proposal is considered by Council. Residents are invited to review information about the proposal and complete this feedback form by Sunday, October 17, 2021.

    Hi Barb Burke, Thank you for your question. There are two types of designations on every property. The first is Future Land Use which guides what can happen on the property if there is ever interest in a different development. The second is Zoning which reflects what can be developed on the property today.

    This proposal recommends changing the Future Land Use from "Parks" back to "Detached Residential" which would match up with the existing R1 zoning of the privately-owned homes. The privately-owned homes on South Beach Drive are currently zoned R1 (Large Lot Residential), which allows single-family homes. The R1 zoning is not changing on these privately-owned properties.

    Thank you for your question Ken. The current access connecting South Beach Drive to Sudbury Avenue is currently protected via an easement registered on title. This easement is intended to stay in place into the future ensuring this important connection is maintained, regardless of whether these lands are ultimately divested of or kept by the City.

    Hi BFS, thanks for your question. Its important to note the difference between the future land use designation, and the current zoning.

    • The 'Parks' future land use designation envisions public parkland, trails, fields, beaches, and outdoor recreation areas. 
    • The 'Detached Residential' future land use designation envisions low-density residential neighbourhoods, with 1 to 2 dwelling units per property. 

    The privately-owned homes on South Beach Drive are currently zoned R1 (Large Lot Residential), which allows single family homes. The R1 zoning is not changing on these privately-owned properties. 

    Right now the 'future land use' for all homes on South Beach Drive is 'Parks', and this proposal would change that to 'Detached Residential' to match up with the existing R1 zoning of the privately-owned homes. 

    If the change to 'Detached Residential' is approved it means these properties are expected to remain residential for the long-term, instead of being converted to public parkland at some point in the future.
