Council denied the request to give first reading to the revised proposal.


Council is being asked to review a revised proposal for 435 Green Avenue W at their meeting on July 20, 2021 and reconsider a request to amend the OCP and Zoning Bylaw. Council support for the original proposal for two six-storey apartment buildings on the property was split. The developer has since revised their proposal and the major changes are as follows:

  • Building closest to Green Avenue West reduced from 6 storeys (18.4m) to 4 storeys (12.8m) height
  • Number of units reduced from 151 to 130
    1. Proposed unit mix:
      • 3 bedroom/2 bathroom: 18 units
      • 2 bedroom/2 bathroom: 66 units
      • 2 bedroom/1 bathroom: 8 units
      • 1 bedroom/1 bathroom: 38 units
  • Parking spaces reduced from 191 to 166

There are plenty areas around town that would be much more suitable. all I hear is that its progress, progress for whom, its definitely not for the local residents who purchased property in the area because of your community plan.     Hi there, thank you for posting your question. The Zoning Bylaw allows a maximum 60% of the property to be covered in hard surfacing in the RM3 zone, and the initial plans show approximately 60%. 'Hard surfacing' includes the buildings and pavement, such as parking lots and sidewalks. The initial plans show landscaping within the parking lot, to break up the pavement. The buildings themselves occupy approximately 17% of the property, as per the initial plans.

There are now 180 units across from Skaha Lake and now 2 more 6 story units going up on the corner of Hemlock and Guelph which will probably run at close to the same number with a going rate of $1500 per month and up. If the Green Avenue site adds another 180 units will that be enough?     Hi Susan, thank you for these questions. At this time, this proposal at 435 Green Ave W is the only purpose-built rental apartment building currently in the approvals pipeline. The proposal is for market-rate rentals. There are several other smaller projects planned that will have rental units as well, spread throughout the City.

    Hi Monika, thanks for your questions. This property (435 Green Ave W) does not extend all the way to Paris Street, so there are no changes proposed there at this time. There is a separate, privately-owned property between Paris Street and 435 Green Ave W, and this property in-between is not part of this proposed development. The proposal is only for residential uses, with a rental office on-site. No other commercial uses are proposed. Typically, construction of a project at this scale is expected to take 8 to 16 months depending on timelines, crews, and availability of construction materials.

    Hi Ryan, thanks for your question! This property is designated for residential uses in the City's future land use plan. This application is proposing to re-designate the property from 'detached residential' to 'urban residential'. A proposal from the business community has not come forward to change the land use designation on this property to either commercial or industrial.

The City is not involved in the details of land transactions, however I can assure you that every rezoning application must go through the public process and the outcome is never guaranteed. The goal of this engagement period is to provide a longer opportunity for public feedback on this proposed rezoning and development, to help inform Council's future decisions on this proposal.

    Thank you so much for your question. The OCP does support partnering with senior governments, the non-profit housing sector, and the development community to facilitate projects across the housing spectrum. The Rise and Backstreet apartments are two recent examples of these types of partnerships that led to the development of rent-geared-to-income housing. The proposal for 435 Green Avenue W is from a private developer who is planning market rate rentals.
