The engagement feedback period for this proposal to amend the Official Community Plan has now closed. The results have been published on shapeyourcitypenticton.ca and will be shared with staff and the applicant. Should the applicant wish to proceed, the application will follow the procedures outlined in the Development Procedures and Delegation Bylaw and Local Government Act. All future communications about this application and opportunities for involvement will be shared through www.penticton.ca.
The City has received an application to develop 955 Timmins Street as a multi-family residential development. The development plans submitted with the application propose two, 5-storey apartment buildings and 81 townhouse units, totaling 229 units. This proposal would require an amendment to the City’s Official Community Plan (OCP) to change the future land use designation on the property from “Industrial” and “Urban Residential” to only “Urban Residential” and to rezone the property from M1 (General Industrial) to RM3 (Medium Density Multiple Housing). Given this proposal would require a change to the OCP, the City would like to ensure members of the community are aware of the application and have the opportunity to learn more and share their views on the proposal before it is considered by Council.

Friends of Timmins Street asked over 3 years agoIt is our understanding that the applicant intends to remove a southern portion of the building first. This will accommodate the 'Phase 1' of the development. A demolition permit has been issued for removal of a portion of the building.

Smith Family asked over 3 years agoCity staff will be bringing the application back to Council (anticipated to occur in October), for Council to consider 1st reading of the bylaws. Should Council give 1st reading to the OCP and zoning amendment bylaws, a public hearing would occur at the following Council meeting.
The public will be notified of the public hearing by direct notices (to properties within 150m of the subject property), a sign installed on the property advertising the date and time of the public hearing, information on the City website, as well as advertisements in the newspaper. We encourage the neighbourhood to share this information with other community members when they become aware of the dates, as not all who may be interested will receive a direct letter in their mailbox.
At this time, public hearings are being held in person. However, the City will follow all Provincial Health Orders, which do continue to change. We recommend that those interested in attending, check the City's website for updates as they occur.

Friends of Timmins Street asked over 3 years agoCity staff have been working with the applicant and their agents, including an arborist and surveyor, to assess the trees along Timmins Street in front of the subject property. Staff have been working to confirm location of the trees, which determines ownership, and also assess the health of the trees. At this time, the pink dots may not indicate 'removal', and may have been used by the surveyor or arborist for marking/identification.
Any tree removal on City property requires approval from the City. Any tree removal on private property can be completed by a property owner at their discretion. At this time no approvals have been given for tree removal on City property. City staff are still working with the applicant to reduce the removal of City trees as much as possible.

Friends of Timmins Street asked over 3 years agoThe plans are shown in metric. The drive aisles provided are 7.0m in width, which will adequately service 2-way vehicle traffic.

barry asked over 3 years agoIt is staff's understanding from the applicant that the townhouses will be available for purchase. The units would be permitted to be rented by the owners as long or short term rentals under the proposed RM3 - Medium Density Multiple Housing zone.

Guy guy asked over 3 years agoThe current proposal is for 229 total units on the property. This is split between apartment (148) and townhouse (81) units. The plans are conceptual at this time and could change. Currently, the townhouses include 3-bedroom units, while the apartments have a mixture of studio, 1, 2 and 3 bedroom units.
The parking plan proposed meets Zoning Bylaw requirements of 1 parking space per dwelling unit plus 0.25 spaces for visitor parking. The apartment buildings have provided the required amount of parking. Every townhouse unit proposed exceeds the Zoning Bylaw requirement and will have 2 parking spaces per unit. Here is a summary to assist with the parking spaces to be provided:
- Apartment building No. 1 requires 87 parking spaces, and 87 spaces have been provided.
- Apartment building No. 2 requires 97 parking spaces, and 97 spaces have been provided.
- All townhouse units combined require 101 parking spaces, and 162 spaces have been provided

Cataylor asked over 3 years agoThank you for your question and comment regarding housing for students that attend the Okanagan College Penticton campus. The proposed development would include 2 apartment buildings, along with townhouses throughout the development. The applicant intends to provide student housing for Okanagan College students within one of the apartment buildings (located closest to the College). The applicant has been working with the College throughout the development of this proposal.

As part of our engagement for this proposed development, the School District has been identified as a key stakeholder we are reaching out to. Currently, we are awaiting any comments that they may have regarding this proposed development.
