The City of Penticton has received an application to develop approximately 51 ha of land located at 1050 Spiller Road into a 29 ha residential development, with 22 ha of natural and park areas. As the proposal requires an amendment to the Official Community Plan and the Zoning Bylaw, the City is initiating the public process to consider the proposal in accordance with the requirements of the Local Government Act. This site is the central resource for information about the proposal, the process to consider it and the opportunities for citizens to be involved.
At their meeting on Feb. 16, Council decided not to give first reading to a bylaw to amend the Official Community Plan and the Zoning Bylaw. As a result, the public engagement process will not proceed at this time. This project site will be moved to the shapeyourcitypenticton.ca archives at the end of the week where it will remain for the information of interested citizens.

Property owner submits application to amend OCP and Zoning Bylaw (if required) along with relevant studies and reports to initiate the public process to consider the proposal. Adjustments and additional studies may be required before a bylaw is drafted and presented to Council for first reading.

Once staff confirms all documentation has been provided, a bylaw is prepared proposing the required amendments and conditions for approval. The bylaw is presented to Council to consider first reading and if approved, trigger the public review.
Step 5 - Public Engagement

If Council gives the bylaw first reading, staff will conduct an engagement process to inform the community about the proposal and seek their feedback. These activities will be in advance of the public hearing.

The feedback gathered through the engagement process will be shared with Council prior to a decision being made to host a Public Hearing.
Step 7 - Second and Third Reading

Following the Public Hearing, Council will make a decision on whether or not to give the bylaw second and third reading. If approved, the applicant will need to fulfill the conditions of their approval before the bylaw is adopted.
