UPDATE: The engagement period for this project has closed. The findings can be viewed in the Engagement Results section of this page. Following the completion of the engagement process, Canadian Horizons' withdrew their application to amend the zoning and future land use of this property and have submitted a new application under the current zoning. Council received a report on the engagement results at their meeting on Sept. 6, 2022 along with an update on Canadian Horizons' plans.
The City has received an application to develop 1050 Spiller Road as a single-family subdivision development. The plans submitted propose to develop 112 single family lots, varying from 0.5 acre to 1.5 acres in size. This proposal would require an amendment to the City’s Official Community Plan to change the future land use designations on the subject property to be primarily ‘Rural Residential’ and allow for 0.5 acre lot sizes. Before the application is considered by City Council, the City would like to gather feedback from the community about changing the ‘future land use’ of this property. Interested citizens are invited to review the information and share their feedback before July 3rd through shapeyourcitypenticton.ca.
How do I participate?
Review the proposal materials and complete a feedback form before July 3. Choose between the form for Penticton residents and non-residents.

Feedback Forms for Residents and Non-residents
There are two feedback forms to choose from - one for Penticton residents and one for non-residents. Both forms ask the same questions. A separate form was created to gather feedback from non-residents to make it possible for non-residents to submit their feedback without having to register on the City’s shapeyourcitypenticton.ca platform. All feedback will be reported and considered equally.
Purpose of engagement
The purpose of the engagement program is to ensure all issues are identified and understood before Council considers the proposed land use change and proposed development. The findings will be shared with Council, staff, the applicant and the community. Please note that Council must balance many factors when making decisions and feedback from the community is one of several factors they consider.
